Pretty sure the foot circled in blue is bent.

The foot circled in blue is a back-clamping binder that is REALLY bent.  You could try bending it back (they're pretty tough) or removing the bent part and replacing it with an un-bent one.  There's a small screw that holds it on and I probably have lots of extras.  The item circled in orange (?) is a shirring plate for a 66/99 machine.

The ISMACS article you referenced is mostly discussing items for the 27/28/127/128 machines.  They take a completely different type of underbraider and shirring plate than the 66/99 machines since the 27s are a VS machine and their bobbin cover plates are long and rectangular.  The 66/99 machines have a drop-in round bobbin and more rectangular bobbin cover plates, so the underbraiders and shirring plates look quite different.

The item in Cecilia's picture on the right, circled in orange (I think it's orange) is a shiring plate for the 66/99 machines.  Here's a pic of what comes with the 66-1:

Oops, sorry it's so small.  Anyway, you can hopefully see that the manual itself IDs that part as a shirring plate. If not, here's a pic of the actual attachments for you.  The underbraider is top left, shirring plate is to the right of the underbraider, etc:
